FIFA says its intended Futsal World Cup final venue in Thailand has no pitch and no safety certificate ahead of the tournament kicking off on Thursday.
FIFA says the Bangkok Futsal Arena will undergo a final inspection next Monday.
Nine days later it is scheduled to host a quarter-final in the 24-team competition. Group stage games have been switched to another venue.
Local tournament organisers blamed heavy rains and flooding for missed construction deadlines at the 12,000-capacity arena.
FIFA says the latest plan includes submitting 'an emergency evacuation plan, the provision of an insurance policy to cover all risks, and the finalisation of a CCTV security system'.
Options to install a pitch by Monday include importing one from Italy or China, which requires special customs clearance.
