The 18-year-old Australian has played six times for Portsmouth's first team but has now left the cash-strapped Championship club for an undisclosed fee.
Williams had reportedly attracted interest from West Bromwich Albion and Aston Villa, but has now signed a deal at Fulham until 2014.
"It's been a long few days actually, finding out whether or not I was going to be signing," Williams told
"It's such a big move coming to a Premiership club. It's just really for my footballing education and playing more games, playing for the reserves and stuff like that.

Williams can play on either wing and was the only transfer activity involving Pompey on deadline day.
He played as a triallist during Fulham reserve's 1-0 win at Wolverhampton Wanderers on Monday evening (Tuesday morning AEDT) before completing the move on Tuesday.
