The Gold Coast youngster - who doesn’t turn 17 until January - was wanted by the academies of both Championship clubs but calculated his best chance of first team football lay on the south coast at the club relegated to League Two last season.
Coach Ryan Lowe is known for promoting youth and a bold attacking approach which took now extinct Bury back to League One last season while Plymouth went the other way.
Along with his assistant Steven Schumacher, he has already watched Miller in action and taken note.
With Lowe - who has received plaudits from the likes of Jurgen Klopp and Pep Guardiola - calling the shots former Brisbane Roar rookie Miller is confident of breaking into the first team at some stage this season.
He’s out to make up for lost time after a staggered start to his two-year scholarship deal with the Pilgrims thanks to red tape surrounding his international clearance.
“Our new manager is giving youngsters first team chances and hopefully I can get my debut soon - that’s my plan,” Miller said.
“I’ve had good feedback so far, the coaches have been impressed with how I read the game and that’s a big positive for me.”
Up and running for Argyle’s U-18s, Miller puts his rationale for rejecting the Whites and the Baggies like this: “I just thought I’d have a better opportunity to get a taste of first team football (sooner rather than later) at Plymouth than going to a Championship club.
“Of course it was tempting but I took a liking to Plymouth as a place. There are similarities with the Gold Coast and I liked the coaches. I feel comfortable here and feel I’m fitting in well.
“I think getting a debut and experience in League Two is possible this season and that’s what I’m aiming for now that my international clearance has come through.
“But I have to be fit and playing well for that to happen and I’ve only played a couple of games so far because of the delay with my visas.
“The pace and power here is more intense than what I’m used to (back at the Roar).
“I think coming to England has given me the best chance to achieve my goals and dreams. I’m still improving my fitness and that’s a work in progress.”
Though born in Australia, Miller is eligible through his lineage for Northern Ireland and England.
The Irish have already sounded him out over his international future but Miller - yet to be involved with Australia's national set up despite some initial interest - isn’t jumping into anything.
“I’m just going to take things as they come - I just want to play right now and when the time is right I’ll make my decision,” he explained.
A Liverpool fan who idolises Steven Gerrard, Miller aims to take a leaf from the Kop legend’s game.
“I like to go box to box and get up and down the pitch and contribute to creating chances and scoring goals,” he added.
