The 31-year old comes to Perth on a two-year deal after steering high profile Hungarian club Videoton to last season's championship.
"I am thrilled to be in Western Australia and excited to be part of a new look Perth Glory this season. Australia has always been on my travel plans and my wife and I are looking forward to experiencing what Perth has to offer," Sandor said.
"More importantly I am looking forward to being part of a team that I know will be pushing for finals this season," he added.
"The A-League is a competition that's growing fast in reputation in Europe and I have been keen to see what the hype is about and it would be fantastic for Perth Glory to be part of that excitement this season."
Perth coach Kenny Lowe said Sandor had the right mix of quality and experience to be a real asset to the current squad.
"'Juri' is a proven leader and winner and has played for his country so that shows the high esteem he is held in. He will bolster the team in the middle of the park and his quality and experience will hopefully allow the team to control games," Lowe said.
Sandor, who was born in Ukraine, has represented Hungary nine times.
