Carrasco spent over a decade coaching at the FC Barcelona Academy (1998 to 2011) working with age groups under 8, under 11, under 13 and under 15 before becoming coordinator of the Football 7 department, and also holds a UEFA Pro Licence.
"Andrés has a fantastic pedigree and has a proven track record in the development of players that was nurtured during his 15 years with the FC Barcelona Academy," Wanderers CEO John Tsatsimas said.
"Andrés will bring his rich level of experience to the club and I know that he will add to the group and the culture in a very positive way."
Carrasco, who has also worked as an assistant coach at Dinamo Tbilisi in Georgia as well as a stint on the coaching staff at Malaga, said he was looking forward to getting to work with the Wanderers.
"My goal in this new stage is to help the team to play in the way that all the fans can be proud of," Carrasco said.
"Personally I love this sport and because of my training and awareness, I love the offensive, attacking football. I firmly believe that football is a show and I like to feel the victory from this standpoint.
"Since I met Mr. Tsatsimas and Mr. Popovic, I could feel the great ability and dedication to the club. That passion is the example I take as a reference and will be my engine in every minute."
