Roar has appointed current commercial director David Pourre as interim chief executive, replacing managing director Sean Dobson who quit the club earlier in the month.
The installation of a new head coach is also said to be imminent and that person will have autonomy over the entire football department after the recent shock departure of director of football Ken Stead.
Fong, who is based overseas, said his travel commitments made it difficult for him to maintain the necessary hands-on, day-to-day leadership and oversight required at the club.
"The Roar's future is not in doubt but the model that we had in place needs to be overhauled," Fong said.
Fong said the owners remained committed to Roar but the club needed to better utilise and embrace local football expertise and passion.
"We will rally more support from Brisbane's business and football community as we move forward," Fong said.
Last week, it was reported a group of former owners - Claudio and Serge Baradel and fellow Brisbane businessman Emmanuel Drivas - were prepared to reinvest in the club, and that a joint-ownership model with the Bakries was on the table.
Roar players are still training under interim coach Frans Thijssen ahead of the 3 June clash with Spanish La Liga outfit Villareal at Suncorp Stadium.
