"I love the Duesseldorf club and the fans, but I want to develop myself as a player."
Leverkusen is third in the Bundesliga, which carries an automatic Champions League place, with three games left.
Leverkusen CEO Wolfgang Holzhaeuser confirmed Leverkusen's interested in signing Kruse, who has made 23 appearances for the Socceroos, but said the deal had not yet been finalised.
Kruse has scored four Bundesliga goals this season, with six assists, and could leave relegation-threatened Duesseldorf in a deal worth close to $2 million.
He joined Dusseldorf from A-League side Melbourne Victory in July 2011.
